I know of no state where that is the law. If one admits to being the driver (and most do) that is plenty to convict.

The last time I heard, you could contest such statements in court when you are hit on the head. But the topic is moot except for the Tiger haters. since the prosecutor is not going to do anything, probably plays golf with tigers attorney.
