They made a distinction between Senators vs President, specifically stating the President must be a Natural Born Citizen, but a Senator doesn’t have to be a NBC. Which is why Arnold S could be CA senator but not President.
It’s about a super allegiance which is a requirement for the CIC as they are putting our troops in harms way. And if a person grew up and held citizenship in a foreign country, they might split their allegiances on many matters. Barack admits to being a dual citizen which means he knows he’s not eligible, but he doesn’t care.
