By definition there can be no common sense regulating CO2 since there is no need to regulate a gas comprising 3/100 of 1% of the atmosphere, and which has NO DEMONSTRABLE effect on ANYTHING to do with our climate during this time period.
Aside from that, sure, regulate the hell out of it.

I predict lawsuits will try to block the EPA, but since the SCOTUS has already ruled that CO2 is bad, it would have to overrule itself to restore “common sense.”
