Well, the answer to whether this is satire or not -- is the answer to the question of whether the passing of Obamacare will be an event that will radically change your life or not... LOL...
If this person had a prime role in doing that, then it would seem that this might be such an event as designated in TIME, that being an event or person which influenced things the most for the previous year.
With Obamacare, you might be saying that... :-)
