SANTA CRUZ -- City leaders will pay the state $25,000 to settle a 2006 allegation that sediment illegally backed up in a North Coast waterway that provides almost 10 percent of the city's drinking water.

Do the people that actually drank that water get any of the money, or just lawers and other government entities?

I believe that the sediments were filtered from the water and dumped into the creek downstream of the diversion so that only the endangered fish got to drink the bad stuff. Interestingly enough, no one can operate a suction dredge in any waterway in the state of Kalifornia because they stir up particles that are already there. However, Santa Cruz has been concentrating the stuff by diverting clean water and dumping muck into the creek when levels rise. That is also when fish migrate to spawn!
