One reason why no college course I have taken allows Wikipedia to be cited as a Primary (?) or Secondary source.

Wikipedia is an incredibly useful reference guide and is no more, or less, biased than any other source of information. It is up to the user to do his own fact checking. Anything free is worth what you pay for it.
