This has nothing to do with the GloBull Warming BS - the language you quoted was not written by Obama, it is the language of a law that has existed for decades. It’s BS that he’s now applying it to INTERPOL, but it has nothing to do with the IPCC or any other climate stuff...

Oh I think the timing of it does, especially considering the money involved.

One in a long line of categorical exemptions effectively for NGOs, similar to EO 12986.

Don't be so sure there is no relation. I've been reading quite a bit trying to analyze possible thoughts on this and I was surprised to find the following:

Today, the U.S. National Central Bureau (INTERPOL Washington) is hosting its first U.S. Interagency Environmental Crime Meeting. INTERPOL’s General Secretariat and INTERPOL Washington partnered in this effort to bring together approximately 35 representatives from federal agencies to discuss ways to foster communication and identify opportunities to enhance international cooperation and participation in combating environmental crime.
