Article I, Section 9, of the Constitution, known as the emolument clause, states: "And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Price or foreign State. " Most Americans may not realize, as I did not until very recently, that the Nobel commission is elected by the parliament of Norway. That means the peace prize is made by a commission representing the legislature of a foreign state. There's little question the award amounts to an emolument at nearly $1.5 million and a priceless gold medal.

Silly fool, rules and laws and the Constitution do not apply to The One.
Theodore Roosevelt was indeed awarded the Nobel Prize in 1906 while he was President, but he refused to accept the award until 1910 after he had left office.
But, Congress has already made provisions for the Nobel and other such prizes to be accepted by a sitting President (the prize itself and the medal become property of the U.S. Government and likely the medal will be returned to the White House after Obama’s death as a permanent article of history for the White House), so this is (once again) crying wolf over a non-issue.
To give the money away, he had to take possession. That is the issue.
I heard the same.
However, one could argue that Obama didn't have the authority to decide what to do with the money -- Congress did.
So, instead of Obama donating the money to a "charity" like ACORN (I don't know where he donated the money), Congress might have authorized the acceptance of the award on the condition that it be deposited into the general fund in the Treasury instead.
