It says , (basically), the Legislature may not require any individual to participate in any health-care plan......nor may it oppose any penalty or fine of any type for choosing or declining coverage or participation.......nor shall the Governor nor Dept of Health participate in the compliance with any federal law regulation or policy that would compromise the freedom of choice in health care of any resident in this commonwealth...this act to take effect immediately.......and there's more .
