The Indonesian Navy is in very poor shape. Old and poorly maintained equipment, they would be lucky to scrape together a dozen working missiles (but they also lack sufficient training to use them to their fullest potential).
Historically, there isn’t a lot of love between China and Indonesia (for a variety of reasons) but they are after reasonably modern weapons systems and there are 3 main sources.
US/European: The most desirable in terms of capability but most undesirable in terms of cost and support (western powers have cut off support for weapons/training several times over human rights issues).
Russian: Their major arms supplier for decades (prices are OK and the Russians wouldn’t know what ‘human rights’ were if they tripped over them). The downside of the Russians is that they also wouldn’t know what ‘quality control’ and ‘ ‘after sales service’ were if they tripped over them either.
China: Prices OK and the worse a countries ‘human rights’ record is the more China loves you. Quality control and after sales service are better than the Russians (it would be difficult to be worse).
