Seems that all the government websites since Jan. 2009 have gotten very messed up. The FDA site, the DHS site, etc. No computer experts in this administration, I guess.
Yes, that’s the rule, and with reason, as you point out.
But additions can be made in brackets to give clarifying information (esp important in a nebulous headline) or additional cues to help with searches. For example, something like “Second man arrested on jet in Detroit [new situation 12/27]”
It really helps the free flow of information so important to FR.
