You miss the point. The whole idea is to increase the bureaucracies. It's a circle jerk. Bureaucracy creates more bureaucracy - which votes Democrat - which wants more tax money - which means more bureaucracy - which creates more Democrats - which need more tax money - and so on ...

They consider gasoline tax to be a sin tax — tax you for harming the environment. Unfortunately for them, it worked somewhat, and people are driving more efficient cars. Less gas used, less tax collected. The same thing is happening with punitive cigarette taxes across the country to fund pet projects. People stop smoking and the programs have no more money.
They don’t want to raise the gas tax since that would make people mad. So they’re thinking about an alternative tax.

Yes, and for a group that claims to be concerned with the environment, this would seem to be a step backwards. Tax based on miles travelled rather than fuel used? Duh!? Then driving 100 mi in a Prius or an H2 would be taxed the same, yet the fuel used and "carbon footprint" would be radically different. For an administration playing the environment card, this would be stupid. They should be encouraging (but not mandating) more fuel efficient means of transportation.
My guess is this would end up as an additional tax, not a replacement for the fuel tax.
They are currently testing pay by mile in Oregon. They’re going to put transponders on your car and you will be billed by the mile. This way they can know where you are at all times. As mentioned by others when you buy gas you are essentially paying by the mile. The fees from this program help finance the cost of the equipment.
The interface is built in new cars. GPS and the car’s computer will give your location. OnStar is an implementation of this.
By controlling your car they can just turn it off if they want. Add this data to your credit card purchases, face scanning cameras, red light cameras, the Keyhole satellite surveillance program and lots more they will know where you are every few minutes or so. When they want you they can just come and snatch you anytime they want.

Sure. Great idea. Punish people for buying fuel-efficient vehicles with a mileage tax.

Of course I'm sure under this idea "the poor" will receive a subsidy or rebate because otherwise it would prevent them from owning an Escalade..... Don't bother trying fix other problems or stop wasting money just continue to assault the productive class and increase the size of government.
IMHO, there are plenty of pols right now that are saying "Geez, I just can't decide. Let's do both!"

TO get the enviroweenies, how about a $5,000 annual fee for registering an electric, and a $2,500 for a hybrid?
I spend roughly $3,500 a year in gas, so that should be fair enough.
I drive about 30,000 miles a year, in a 4x4 truck that is getting about 18 MPG city.
It appears that Texas has been one of their destinations.
Let's round 'em up and kick 'em back to where they came from.
