You miss the point. The whole idea is to increase the bureaucracies. It's a circle jerk. Bureaucracy creates more bureaucracy - which votes Democrat - which wants more tax money - which means more bureaucracy - which creates more Democrats - which need more tax money - and so on ...
Obama promised to add new jobs. Now you know where.
