Make them safer by adding more chemicals Actually, they are taking the sodium/potassium nitrate (saltpeter) out of the paper. They are the little particles that burn and fizzle as you take a draw. There should not be as much nitrogen oxides and other chemical byproducts etc. in the smoke.
