It is noteworthy because it was activated amid the rising possibility of Kim Jong-il's visit to China.
The prospect of his visit started to rise after Chinese PM Wen Jiabao's visit last October and subsequent visits of high-level N. Korean figures to China. Asahi Shimbun recently reported, quoting S. Korean sources, that Kim Jong-il could visit China in early January
