Even Europe, which has embraced the Kyoto scheme for emissions reductions, was not part of that small deciding group.

That's the liberals at Bloomberg. Europe has gone right on polluting despite it's Kyoto claims. Even the liberals at the NY Slimes call it "Creative Accounting".
