Dems To Bypass Tradition On Final Health Deal House, Senate negotiations to complete legislation will cut out Republicans
Jan. 4, 2010 WASHINGTON - House and Senate Democrats intend to bypass traditional procedures when they negotiate a final compromise on health care legislation, officials said Monday, a move that will exclude Republican lawmakers and reduce their ability to delay or force politically troubling votes in both houses.
The unofficial timetable calls for final passage of the measure to remake the nation's health care system by the time President Barack Obama delivers his State of the Union address, probably in early February.
Democratic aides said the final compromise talks would essentially be a three-way negotiation involving top Democrats in the House and Senate and the White House, a structure that gives unusual latitude to Senate Majority Leader Harry Reid of Nevada and Speaker Nancy Pelosi of California.

Now THAT is an excellent idea. Of course, John McCain and Lindsey Graham would refuse.
So, the way to handle that is for the Republicans to stand up and walk out after the arrival of the President.
Its not a law, its a fiat. ... It may even be a bill of attainder, we will have to see what the punishment is in it.
That's what I've been saying since day one of HR 3200 becoming public(1).
It IS a Bill of Attainder(2) as there are Fines and Penalties included in the Bill for failing to comply with congress' dictates.
You are automatically guilty by statute -- without trial, evidence, or any constitutional protection.
(1) I've been unable to find the 'current' senate version of Obama Deathcare and HR 3200 has been amended numerous times.
(2) According to 'Find Law's' legal definitions, this is actually a 'Bill of Pain and Penalties', as a 'Bill of Attainder' involves the Death Sentence. But it's still considered and called a 'Bill of Attainder' and still unconstitutional
