The problem here is freedom is being mixed with socialism (welfare) and it doesn't work. End the socialism.

There is an alternative. To get welfare, they have to use birth control and if they get pregnant, they lose their benefits. They'd have to sign a form. Agreement is different than force. That would end baby factories. But it may also raise abortion rates which isn't desirable either.
