We all know what he going to say. It was a systemic failure of career government employees who were following the Bush policies and procedures. Obama will save the day by correcting these problem. He will go on to say how he views national security as his most important responsibilty and that the American people can rest assured that their safety is paramount. He will then go on to say what a tough job he has.

The purpose of the address is twofold. First, he must blame someone else for what happened [even if he says he is ultimately responsible] and second, he must demonstrate to the people that he is not weak on national security, especially after his feckless initial response after the attempted bombing.

And you can bet he will defend his criminalization of terrorists [citing all the valuable actionable intelligence they received] and that he still is committed to closing Gitmo.
