2 questions:

Does he have the power/influence/votes to do this?

Is there oil off the Virgina/Carolina/Delaware/New Jersey (Mid-Atlantic) coast?

You are aware that the only way Virginia can drill off the coast of the state is if the federal govt allows it. So it will take the utmost in tact and diplomacy to receive the federal permits. FWIW, I don’t think the current bosses in the federal govt will grant the permits to the state to allow drilling, which is OK, because it can be an election issue.
