So what if they issue a fatwa. Their overriding goal is and remains, until accomplished, the worldwide domination of Islam. How they get there is irrelevant.
Notice the only reason they condemn attacks here is because it kills Muslims. This is just a “don’t kill other Muslims” thing. It says to me that they don’t care about the other 98% of people in North America.
Not that terrorists care about killing fellow Muslims. Al-Qaida in Iraq killed 8 times more Iraqis than Americans. The Taliban in Pakistan blows up civilians every other week. Muslims were even killed on 9/11.

Took ‘em 9 years. For a religion operating in the 7th century, I guess that’s not too bad.
Note that they are condemning the attacks, not the individual. They never call out the attackers by name. It’s akin to an AP story about a shooting death. They almost always include the statement; “ The gun shot the individual.” One caveat, in this instance, would be a cop shooting. In this case the AP reports; “ The officer shot the suspect.” The AP’s agenda, simply put, guns bad, Cops bad. By condemning the act or the instrument, they are simply trying to absolve their faith of any responsibility. When in fact, their faith has been the driving force behind these attacks.
They will never become completely Westernized. To do so would be too relinquish control. Moderate Muslims who have become too westernized, will not be treated kindly, should their numbers reach a point where they attain a simple majority. Ask the Immams if they agree with Sharia law (they do). They will dance around the question. Sharia law is what they see for all of us. Ask yourself what does Sharia law entail. Then ask yourself if Islam is in fact the problem.
