Just a "politically correct" way for the Chief Executive to avoid declaring Martial Law in the event of an unforeseen catastrophe.

I notice that the Table of Contents makes no mention of the constitutional implications, or the risks associated with creating an entity with such a large mandate. J. Edgar Hoover comes to mind.

RAND is sloppy if they let this kind of junk leak out the door.

It says they would be “Shaping the environment before a conflict” (among other things)

That means rounding up the leaders of the opposition BEFORE the fighting breaks out. This is to help make sure that the opposition is as disorganized and leaderless as possible. It might also mean shutting down radio, phone and internet access to the area.

Of course the government would be the one instigating such a conflict in this case, blaming it on the radical right
