My guess is there are enough local police, state police, county police, and veterans out there to overthrow any government which tried to implement this. They can try, but never in history were Communists kicked out by local entities only. This is why the "need" for protection and capability to crackdown on the locals. IOW, the SPF.
Communists never give an inch without being brutally forced to flee.
