Possibly 1,000,000 combined military and Obama security forces under control of Sauron.

And if you take those 200,000,000 armed Americans you could put 4,000,000 in each state capitol. Someone posted here not too long ago that there are 12 BILLION rounds of ammo in the hands of said Americans.
