Sixteen Britons are among the tens of thousands missing after a catastrophic earthquake ripped Haiti apart. They had all been living in the capital Port-au-Prince when the disaster - which measured 7.0 on the Richter scale - struck on Tuesday.
International Development Secretary Douglas Alexander said there were 32 British nationals living in the city - half of whom had yet to make contact with the UK's ambassador.

Obama said, “this tragedy seems especially cruel and incomprehensible.”
How is that, wouldn’t this be an act of God?
So Obama is saying God is especially cruel and incomprehensible?
What is incomprehensible about it? The planet has tectonic plates, when they move, they create stress, when that stress becomes too much, you have earthquakes.

I did not understand his use of the word cruel. Who’s being cruel? God?
There is a meaning of the word “cruel” that does not imply human agency: “causing or conducive to injury, grief, or pain” (Merriam-Webster, http://www.merriam-webster.com/dictionary/CRUEL)
This earthquake fits that definition.
