Logan Spence, chief of staff to state Sen. Dan Patrick, R-Houston, said a man walked into his office this morning on the third floor of the Capitol and asked to speak to a woman in a white shirt a Patrick staffer the man had seen in the hall.
The man asked to see her in a private office, Spence said. The woman refused, and after a couple of minutes, Spence approached the man who then left.
"He had his hands in the pockets of his jacket," Spence said. "We all thought he just wanted to ask this girl out."
Immediately afterward, Spence said he heard shots, looked out and saw that the man was being arrested.
Spence said the woman did not know the man.
