Refrain?! Perhaps he means "restrict" or "restrain."

But in my opinion, the harm is due not to America's addiction to drugs - after all, Americans are also addicted to a lot of other things - soap operas, reality shows, sugar, football, online porn, etc. - which don't result in gang wars, the assassination of law enforcement personnel, etc.

(America's addiction to foreign oil IS a problem, I'll grant you that, but there are solutions at hand which are being ignored for political reasons.)

In short, it's the illegality of the drugs of which Americans are so fond that is causing the trouble.

Legalize it, and then regulate it.

I agree, if you legalize it you have one problem: addiction. If you don’t legalize it you have many: rampant crime, gang traffiking, smuggling, costly law enforcement, even inflation.

Likewise, it is the illegality of statutory rape, prostitution, and usury that are the problem.
