yes, that’s what was done in the early years.... the constitutional requirement is for a report, not specified as oral and certainly not required to be a big public spectacle
I think Obamanation’s speechwriters are busy re-casting him as a populist railing against this week’s SCOTUS decision among other things..... since he can’t boast about health care “reform” (sic) he’ll probably make that just one element in a rant about eviiillll corporations etc.
