On Fox & Friends this morning they said this agency had been in the works for a couple of years, as if Bush started the idea. Does anyone know?
Wouldn't doubt it. Look who Bush surrounded himself with over the last couple of years of his presidency (Paulson, Gates, etc.) and how he began to behave (TARP, huge spending, amnesty for illegals, etc.).

Yeah, I became quite disillusioned with Bush, though he was way better than Nobama will ever be.
