That is generally correct, and I was in the room.
The ABC News report on his talk added a comma between “civic” and “literacy”, which changes the meaning in a significant way.
I have not been able to find video of Tancredo’s complete talk. I am disappointed at this, since he told an anecdote about a school visit that more should hear.
