(1) She fell on her ass trying to come up with “No”. Lets not overcomplicate this.
(2) There is a difference in being “involved” in the 9/11 attacks, and being culpable due to bureaucratic and policy failures. She didn’t indicate possible negligent culpability ... she inidicated possible complicity.

I know. I was just providing an example of how a question such as this can be opened up to illuminate the policy failures of Democrats in the 1990s. Say no, the government wasn't involved, there are no good questions the Truthers have asked and then launch into an attack on the policies which allowed Al Qaeda to be on the offensive in 2001.

Politics 101. Medina failed. Horribly.
