Correct - Why would a Church or anything related to church (I don’t know what a Archdiocese is) take Govt funds.

Probably for the best.
In Illinois all healthy children are (horribly) cared for by the State of Illinois. Handicapped children of all sorts are cared for by private charities, religious and otherwise.
It is astonishing how well the private care works and how badly the Government abuses their children. I think those who go into government social work are themselves deviates.
