That’s not unusual. Flight plans are not mandatory (in most cases) for private flights conducted under visual flight rules, especially from smaller airports. They’re a good idea, but not mandatory.

If you were going to dive bomb the IRS building, would you file a flight plan? Flight plans are optional for VFR flight. Even if they werent, who is going to spank him now?
