The circumstantial evidence all points to the Mossad, and the result is a diplomatic nightmare for the Jewish state.
Israelis woke up Wednesday morning to pictures of 11 individuals plastered on the front page of every newspaper. The familiar guessing game began immediately: Don't I know him? Didn't we serve in the same army unit? Isn't that guy my geeky neighbor, the one who says he's an accountant? An acquaintance of mine swore she had dated one of the men. "He behaved exactly like you'd expect a killer to behave," she said.

I can’t imagine Mossad using 11 ops for a simple assassination.
17, plus the three palestinians who have been arrested.
The number doesn't surprise me, a 2 or 3 man team to kill the terrorsit, three 3 or 4 man surveillance teams, you're there. Getting videoed all over Dubai, using known passports, known credit cards, that part isn't smart. Unless there's some message being sent, I haven't a clue what that could be, or it wasn't Israel. And Mossad could have screwed up, that happens.

It would seem to be either inter-Palestinian or the Israelis had a particular message to deliver to whom and the content of which will not be made explicit. If it is a message then the intended recipient surely received it.

Also, what do you mean by known passports? They were using fake passports (that were based on unrelated parties).
The ONLY thing I can think of is that they want (certain) people to know that they're still out there and still the same organization that many used to fear.
The use of real names, and no disguises so that they appear at the hotel as at the immigration desks where the passports are photographed, and also not having a set of credit cards in a different name ... very odd.
But the anomolies don’t end there. The Hamas guy himself was usually big on security - a man in his position would not have lived for years like that, otherwise. But for Dubai, he went without his bodyguards (they were delayed and meant to meet him the next day), he travelled under his own name, he made his travel and accomodation bookings on the internet - in his own name, and he TOLD PEOPLE WHERE HE WAS GOING.
Not easy, but it's interesting they were so easily "identified". Technology, I guess, probably scan the videos for facial features, but I'd think intelligence agencies would be ahead of that. Why wear the same disguise, if there was one, to the airport, shopping centers and the hotel.

Actual identities. That struck me as odd, but I've been told is relatively common in these circumstances.
Howdy, they didn’t identify the actual Mossad agents. The passports were fake, but based on real people, so they identified the passport sources. i.e., the identity theft victims. All they have on the mossad agents is the photos (from the faked passports and video footage).
This really adds a new wrinkle to the identity theft problem. What if the “Mossad agent” was chosen not just for competence, but because he actually looked like you?
It is very difficult to tail a person. The tail has to switch out constantly.
