President Obama’s Government-Run Health Plan Still Requires a Monthly Abortion Fee

President Obama’s “new” health care proposal would still levy a new “abortion premium” fee and use government funds to subsidize elective abortion. Just like Senate Majority Leader Harry Reid’s (D-NV) 2,074-page health care “manager’s amendment,” that passed the Senate in December, and just like the original 2,032-page, government-run health care plan from Speaker Nancy Pelosi’s (D-CA), the President’s “new” proposal levies an abortion premium and does not fix the problem of government funds being used to subsidize elective abortions.

Under the President’s proposal - released this morning at 10am and modeled after Senator Reid’s plan that passed the Senate, according to ABC News - there is no prohibition on abortion coverage in federally subsidized plans participating in the Exchange. Instead the proposal includes layers of accounting gimmicks that demand that plans participating in the Exchange or the new government-run plan that will be managed by the Office of Personnel Management must establish “allocation accounts” when elective abortion is a covered benefit (p. 2073-2074). Everyone enrolled in these plans must pay a monthly abortion premium (p. 2072, lines 18-21), and these funds will be used to pay for the elective abortion services. The Obama proposal directs insurance companies to assess the cost of elective abortion coverage (p. 2074-2075), and charge a minimum of $1 per enrollee per month (p. 2075, lines 8-10).

In short, the President’s proposal continues to defy the will of the American people and contradict longstanding federal policy by providing federal subsidies to private health plans that cover elective abortions. The proposal does include a “state opt-out” provision if a state passes a law to prohibit insurance coverage of abortion, but it’s a sham because it does nothing to prevent one state’s tax dollars from paying for elective abortions in other states.

A majority of Americans believe that health care plans should not be mandated to provide elective abortion coverage, and a majority of Americans do not believe government health care plans should include abortion coverage. Currently, federal appropriations bills include language known as the Hyde Amendment that prohibits the use of federal funds to pay for elective abortions under the Medicare and Medicaid programs, while another provision, known as the Smith Amendment, prohibits federal funding of abortion under the federal employees’ health benefits plan. Under the President’s proposal the new health care plan that will mirror the federal employees’ plan and be managed by the Office of Personnel Management will NOT be subject to the Smith Amendment.

President Obama’s health care proposal is an affront to the American people and drastically moves away from current policy. The American people deserve more from their government than being forced to pay for abortion. The pro-life Stupak/Pitts amendment passed the House by a vote of 240 to 194, enjoying the overwhelming support of 176 Republicans and 64 Democrats. The Stupak/Pitts Amendment codifies current law by prohibiting federal funding of elective abortions under any government-run plan or plans available under the Exchange. The President’s plan ignores the will of a bipartisan majority of the House, and indeed the American people.

Health care reform should not be used as an opportunity to use federal funds to pay for elective abortions. Health reform should be an opportunity to protect human life - not end it - and the American people agree. Congressman John Boehner and House Republicans have offered a common-sense, responsible solution that would reduce health care costs and expand access while protecting the dignity of all human life. The Republican plan, available at HealthCare.GOP.gov, would codify the Hyde Amendment and prohibit all authorized and appropriated federal funds from being used to pay for abortion. And under the Republican plan, any health plan that includes abortion coverage may not receive federal funds.

This is posted from the weekly Boehner bulletin with the main reason to call attention to the fact that Republicans and Democrats are for the most part 180 degrees apart philosophically in the Congress. Glenn Beck was wrong in his speech Saturday night.

John Boehner and his fellow conservative Republicans like Eric Cantor, Steve King of Iowa, Michelle Bachmann, Mike Pence, and Paul Ryan in the House along with a lot of other Conservative Republicans have been fighting against Obamacare with two hands tied behind their back most of the time as they cannot stop a vote. They have managed to bring the bad parts of this bill to the attention of the American people over and over again.

If you see anyone saying the two parties are alike, keep right on going because they are giving no credit to the Republicans in the House for standing up to Pelosi and her Progressives. Some that go after Republicans say very little about how bad the Democrats have been since Pelosi took over as their Leader with her whip in hand.

The idea to throw out all incumbents is beyond ridiculous and not something I would expect of a site that was one of the leaders in the Gore versus Bush in 2000 where we didn't take things lying down. We need that same spirit going into 2010 to get back the House and stop the Obama agenda.

Will go on record right now that I am very proud of the job Republicans have done in the House of working for the people against a huge handicap of being down by so many seats that when Pelosi wants a bill passed, they cannot stop the action. They may not be able to stop a bill, but this group of Republicans have made some of the best floor speeches I have ever heard. Steve King of Iowa and Mike Pence of IN are devastating to the Democrats when they take to the floor and make me extremely proud to call myself a Conservative Republican.

My solution for Healthcare is to leave it alone. Deal with creating jobs, cut taxes, reform Social Security giving younger workers an option to invest in private stock or savings; do more to prevent abuse of Social Security Disability by following thru with those that do not deserve to be on it and are capable of working. Stop the fraud.
We have more important issues in this country to deal with than a govt imposed break the bank monstracity bill that is not their job to implement.
Also, stop regulating big corporations out of the country.

Maybe he and Al Gore should get together on this. For each abortion, the mother can sell the carbon credits for a carbon footprint that never was and pay for the abortion.

To the socialists that is all we are anyway, a carbon footprint. Just a tool to be used and discarded.

Cut taxes, social security reform which would allow younger workers the right to invest a portion of their own money into private savings;stop the environmental extremist which cost the taxpayers millions; stop regulating big corps and business out of the country; stop fighting a pc war on terror and untie the hands of our military so they can claim victory and come home without fear of being “murthaized” stop forcing the banks to make bad mortgage loans to those that cannot afford it; stop the earmarks and stay out of our private lives. Obama...it is the economy stoopid!

Good post and thanks for the information.

To those who say throw them ALL out I say I am happy with my Texas Senators and my personal representative, John Carter. I am sure you feel the same about yours in Oklahoma.

Those who are unhappy with theirs should work harder to get rid of them rather than just complain on FR.

We should also keep in mind that although conservatives are in the majority we are fighting with a short stick.

We honor and admire honesty and integrity.
They honor and admire lying and the bigger the better. They have NO integrity.

We believe in and support personal freedom and responsibility and we trust the free market.
The don’t trust the individual to use his freedom responsibly and think the liberal elite are the only ones qualified to make decisions for us all.

They believe in Fairness rather than Justice. This is a key distinction that is rarely recognized. They think everyone should be equal in outcome, not equal in opportunity. They don’t think we are all equal under the law but that the law must be tailored to suppress achievement and reward failure so that all is FAIR. They believe in force to achieve that goal.

I am just getting warmed up but I will stop here or I will go on forever.
