There are Messianic Jewish groups throughout Israel, but they would not attempt to promote in such a way. I would suspect one of the many orthodox sects.

Only about 17% of Israelis are religious.

No, Messianic Jews (who are Israeli citizens) are free to evangelize all they want to adults.

The law is against foreigners and missonaries (typically muslim) who target children.
