The states energy and environmental affairs secretary, Ian Bowles, wants more energy-saving features to be built into the Wal-Mart and Lowes stores planned for Salem.
Citing the ambitious environmental goals that have been embraced nationwide by Wal-Mart Stores Inc. and Lowes Home Improvement, Bowles said he was disappointed that plans for the Salem stores - detailed in documents filed with the state - did not include provisions for solar power and other energy-saving measures the companies have used in other states.
Bowles conveyed that disappointment last week as he denied a request to allow the companies to file only a single environmental impact report for the development they both plan to occupy on Highland Avenue in Salem.
I was surprised that the proposal from Walmart did not include measures it has employed and promoted at stores in other states, Bowles wrote. I expect both Lowes and Walmart to consider measures that would make their Massachusetts stores more energy efficient than what was presented.
Bowles declined to comment further.
Under 2007 rules, large developments must quantify and reduce greenhouse gas emissions when undergoing environmental review. Governor Deval Patrick has challenged big-box retailers to install solar panels on their roofs, which are usually large, flat expanses that are well suited for such installations.

Walmart understands that reducing greenhouse gases is a priority of the Patrick administration, the [Walmart] statement said, adding that the company looks forward to working through the state environmental process to develop a mitigation strategy for our proposed new Salem store.

Bowles urged both retailers to strongly consider using solar panels. State officials also made several other recommendations, including the installation of windows that are more energy-efficient than planned, cutting power levels for lighting, and using heating, ventilation, and air-conditioning systems with the highest efficiency ratings.

Interesting note on that score, in AZ, move afoot to keep making incandescents beyond 2014.
Let’s see: Would a large number of very expensive and heavy (but snow and sleet/ice covered) rooftop solar panels on top of a FLAT Walmart roof generate any worthwhile energy over their ten-year lifespan - assuming that the sun actually SHINED in Massachusetts for moe than half the year?
If they produce a cost savings? Yes, install them. Maintain them. Clean them and maintain their power regulators and converters and controllers and hydraulics. Pay for the extra (unproductive!) people who would otherwise be working for something reasonable and profitable.
Ooops. Solar panels in Mass aren’t worth it any more when you actually have to DO the whole package instead of talking about it.
(Bet you in four years - IF the store is built at all - these will either be quietly canceled. Or they will be allowed (encouraged) to silently grow rust and mildew while nobody cares.

Seriously, as someone who passed General Science in High School, +, this kind of thinking is discouraging to me. Even if given facts, the wishful thinking and Science Fiction of the dumbed down populace are going to doom us in the future.
I WAS going to say that the Global Warming scam would not have happened when I went to school, then remembered Rachel Carlson's DDT crusade ("Save the Lowly Malaria Mosquito, and Kill Millions!").
All we need are a willing Media and more "Journalists", who only majored in it to avoid the Hard Subjects.
