Obama to Say Democrats Will Use Reconciliation to Pass Senate Health Care Reform Fix
ABC News ^ | 3/2/10 | Jake Taper

Posted on 03/02/2010 3:40:50 PM PST by truthandlife

White House officials tell ABC News that in his remarks tomorrow President Obama will indicate a willingness to work with Republicans on some issue to get a health care reform bill passed but will say that if it is necessary, Democrats will use the controversial reconciliation rules requiring only 51 Senate votes to pass the "fix" to the Senate bill.

Lawmakers on Capitol Hill have been awaiting the president’s remarks direction on how health care reform will proceed.

In his remarks, scheduled to be at the White House, the president will paint a picture of what he will say will happen without a health care reform bill – skyrocketing premiums, everyone at the mercy of the insurance industry as recently seen with the 39% premium increases proposed by Anthem Blue Cross in California.

He will note that the “fixed” bill will include the proposal for a new "Health Insurance Rate Authority" to set guidelines for reasonable rate increases. If proposed premium increases are not justifiable per those Health Insurance Rate Authority guidelines, the Health and Human Services Secretary or state regulators could block them.

The president will outline the plan to pass the bill, including having the House of Representatives pass the Democratic Senate health care reform legislation as well as a second bill containing various “fixes.”

He will say that if Republicans refuse to allow and up or down vote in the Senate on the fixes to the bill, Democrats will use the reconciliation rules.

He will argue these rules are perfectly appropriate because the procedure is not being used for the whole bill, just for some fixes; because reconciliation rules are traditionally used for deficit reduction and health care reform will reduce the deficit;

This is proof Obama is drinking heavily as per his physical. But fine. We’ll be saying “Speaker of the House Boehner” and “Majority Leader McConnell” come January. Works for me. Let the Obama Suicide Cult pass this bill that Gallup shows only 25% say should be passed and 52% say should not be passed using reconciliation. We’ll campaign on rolling it back all year. See you in November Drunkbama!

Isn’t this illegal intervention by one branch of government with another branch of government? The Executive Branch can not tell the Legislative Branch to do anything.

Sure he will.

It will go like this: The Parlementarian will declare much of it out of order.

Biden will overrule the Parlementatarian.

Some Democrats, the very few who have stones and a desire to see the Senate NOT RUINED, may stop it, and every Republican will.

And America will bury EVERY Democrat in 2010.

What say you, Messr. Billybob?

In the House maybe Paul Ryan or a more conservative Repub.

It's my understanding that the Senate cannot reconcile a bill that hasn't become law yet. So the House is going to have to do this first, much to the chagrin of Pelosi. She's nowhere near having the votes to pass the bill the Senate passed. They must be planning a different version to be voted upon, because what the two versions they have cannot be reconciled and still pass.

Plus, a Reconciliation vote in the Senate could undercut a LOT of what is passed by the House. There can be countless amendments added to the bill by the Republicans - effectively gutting a lot of what the Democrats want.

'It's my understanding that the Senate cannot reconcile a bill that hasn't become law yet."

Not exactly. The President can't sign a reconciliation bill until the original bill has been passed and signed by himself. But, Congress can pass them in whichever order they choose.

'Plus, a Reconciliation vote in the Senate could undercut a LOT of what is passed by the House. "

Remember, the original House bill is dead. They're debating trying to get the original Senate bill passed, and using reconciliation to make it then more palatable to the House leftists. At the end of the day, this really isn't about the Senate anymore. If they choose to use Reconciliation, they surely have the votes in the Senate. It all comes down to finding the votes in the House to pass the original Senate bill and the Reconciliation sidecar.

The problem with repeal is that they’d have to have 2/3 in both houses to overcome Obama’s veto.

The House must pass the Senate bill first. We must call every House member, especially the Blue Dogs, and raise Hell. By passing the Senate bill, every House member who votes AYE will be voting for the Cornhusker Kickback, the Louisiana Purchase, and now it’s time to heavily play the Medicare Advantage card. If they vote for this corruption, they are signing their political death warrant.

We must pray that Stupak remains firm and the Catholic Church as well. There must be do moral distinction between a 3 year old child and a 3-month baby in the womb.

Biden will overrule the Parlementatarian.

I'm not convinced that Uncle Joe has the stones to overrule the Parliamentarian and look like a total fool. Have you seen the clip of him from 2005 where he is opposing the GOP trying to use reconciliation on a budget measure. He says he "prays to God" that when the RATS are in power again they dont use reconciliation to pass legislation. Absolutely hysterical. Obama and Hillary clips saying same thing have been running on FOX. The Obama one claims we no longer have a democracy if reconciliation is used.

Some Democrats, the very few who have stones and a desire to see the Senate NOT RUINED, may stop it, and every Republican will.

They will need 19 RATS to overrule Biden if he rejects the Parliamentarian's advice. It may sound out of the question but I am not sure that it is. I could see Nelson, Conrad, Byrd, Lincoln, and quite a few others reject this sham.

Can you say, “repeal?”

The problem with repeal is if the Republicans actually get control of the House and Senate, and pass a bill repealing Obama-care , then Obama can veto it. Sending it back to the House and Senate, where a 2/3 majority has to vote to override it. 2/3 in both houses, That means 290 Representatives, and 66 Senators.

End of the Democratic Party? Sadly, there is no chance of that.

And no, we will never repeal it if the Democrats get this passed - and they probably will.

Yes, it will be a total disaster, but that will be the Democrats reason to further government involvement till we have a full single payer system. That is their goal, and the American people seem pretty happy to march down the road towards European socialism.

Look at what is happening to Bunning? Asking that we at least pay for the additional 10 billion in spending on unemployment benefits and the Democrats and media are having a field day mocking him because they know the American people are suckers who can’t stomach someone not getting their freebies. We aren’t even arguing about the wisdom of extending these benefits for 2 years now, and we can’t even get more than 1 senator to at least suggest we pay for it.

No, this will pass. Yes, the Democrats are going to have a bad November this year, that is bound to happen whether HCR lives or dies, but in the long run, getting more people dependent on government only insures the leftists lock on power. Just look at Europe, where the conservative parties are about as rightwing as our Democrats.
