Right, I'm suggesting that they may try a new strategy, where the House amends the Senate bill before passing it, meaning that the bill goes back to the Senate, not to the President. I think such a strategy would be consistent with Stupak's prior statements.

but the Senate then needs 60 votes, not 51. Unless the hOuse passes the Senate bill, reconciliation does not apply.
