1. They used to call it "Hypothetical Income Tax" when I lived overseas, but yes, you still paid.

Depends on how much you make. When I was in Korea, you had to make at least $75k to have to pay any US tax. Since my income was not that high, I didn't owe any US Tax but I still had to file.
