The US could use a well regulated guest worker program. The program must start from scratch:
1) Applicants back to their native country, including their minor anchor babies.
2) Only males, age 18 through 40, accepted into work program.
3) A maximum of 5, 6 month rotations then a 2 year break.
4) US employers covers all in-country costs, including emergency medical.
5) Untaxed, federal minimum wages deposited directly into native banks.
