I am not defending him in anyway but I don’t think as a screener he would look at the body scan screen shots and decide to go after a young girl based on that.

With body scanners, there should be two separate ones - one for men and the other for women. Those looking at the screen from the scanners should be in a separate room and not be allowed to see the actual people, therefore protect their anonymity. A man would look at a screen where men pass through and a woman look at a screen where women pass through.
