With a 2/3rds majority, any bill becomes Veto-proof. The President must sign or veto any bill within ten days, then it goes back to both houses and they can override his veto with a 2/3rds majority. “Neuter Obama” should be a rallying cry for November.

For generations we have seen the inexorable expansion of the central planners and collectivists, and NEVER have they been punished by the electorate for expanding tyranny. she may be a fascist whack job, but reality supports her proposition in this case.
