The driving force to kill the bill was the “Law and Order” lobby. The chairman of the senate judiciary committee, Senator Ross (R - Cheyenne) just put it in his desk and never let it have a hearing. This way the republicans who didn’t want the people to be able to exercise their constitution right didn’t have to publicly vote against it.
Ross said publicly that the committee did not have enough time to get to it; however, they only met two of the three days allotted to them after the bill was introduced to committee. They did the same thing with the 2006 bill. He was a co-sponsor of the bill, but just used that for cover.
