10th Amendment and court suits and eventually repeal.
Not to forget to vote the rats out of office.
The only problem I see with your idea is that the state of Massachusetts is saying they couldn’t get rid of their health care if they wanted to. It has gone to far now. Repeal would be iffy at best.
