The President has no power whatsoever when it comes to amending the Constitution. It's quite funny when you think about it considering how many Presidential candidates have said that they support an Amendment to do this or do that.

First though we would need 2/3 majorities in both the House and Senate. Amending the Constitution is not an easy process. Liberals tend to forgo the whole process by either ignoring the Constitution or appointing judges who will ignore it.
