WASHINGTON (CNN) -- President Obama struck down a rule Friday that prohibits U.S. money from funding international family-planning clinics that promote abortion or provide counseling or referrals about abortion services. President Obama says he doesn't want family planning to be used as a "political wedge."
President Obama says he doesn't want family planning to be used as a "political wedge."
Obama said in a statement that family planning aid has been used as a "political wedge issue," adding that he had "no desire to continue this stale and fruitless debate."
The policy says any organization receiving U.S. family-planning funds from the U.S. Agency for International Development cannot offer abortions or abortion counseling.
"It is time we end the politicization of this issue," Obama said. "In the coming weeks, my administration will initiate a fresh conversation on family planning, working to find areas of common ground to best meet the needs of women and families at home and around the world."
Obama's memorandum reversing the policy comes the day after the 36th anniversary of Roe v. Wade. The landmark 1973 U.S. Supreme Court decision held that a woman's right to an abortion fell within the right to privacy protected by the 14th Amendment. The ruling gave a woman autonomy over her pregnancy during the first trimester. Video Watch CNN's Bill Schneider on how Obama is handling abortion issue »
The memorandum reverses the "Mexico City policy," initiated by President Reagan in 1984, canceled by President Clinton and reinstated by President George W. Bush in 2001.

Another example of why he might recind an Executive Order before the ink has dried (i.e. after Congressional Elections in November).
If anyone can pass this along to the wavering Stupak caucus, now is time to do it.
How ironic.
He is now funding foreign abortions while he is promising the democrats an executive order to ban abortions in the USA.
And we’re supposed to believe him?
Ok- so this means our federal tax dollars WILL pay for abortions...in other countries.
Correct?
Eh if you look at the date, 1/24/2009, I would say that we have been already :( Fine print...we support clinics that provide abortion counseling or referrals, but one has to wonder if the referrals are not to the abortion clinic in the back of the office? Little difference in my opinion...
Well, fine print is that we are funding clinics that provide abortion counseling and referrals, but as I said in previous post, to me, it is “same difference”...
The Stupak caucus would have to be the dumbest caucus alive to not know about this.
This is what happens when I read anything after 9 PM. Duuuhhh...:) I thought he’d done that already- so I was confused.
Thanks- time for me to get some sleep!
Good Lord, after watching the Rules Committee, my dog Lola has decided to run for Congress!!!
That is my point—Stupak and his group dare not trust him if they are truly pro-life.
A clarification...Article does not say direct abortion funding. However, I believe that since that the funding is going to clinics that provide abortion counseling and referrals, it is the same thing as funding abortions. I truly wonder how many of these referral centers have counseled anyone to keep their babies, and I wonder if the abortion clinics are just not another wing of the referral center...
I believe he also voted FOR PARTIAL BIRTH Abortions...many pro-choicers wouldn’t even do that! :(
Understandable—these are old articles—I keep hoping someone from Stupak’s office will see them and realize that the agreement from someone who would vote for Partial Birth Abortion is not worth paper written on!!!
The Stupak caucus would have to be the dumbest caucus alive to not know about this.
Good news if you are correct, but are you sure he can’t rescind his own exec. order later, say after Nov. elections or God forbid a second term??
It is my opinion based on that that he has no intention of allowing the EO to stand after the bill becomes law.
Yeah, I’ve read the same. They’re not fooling anyone and certainly not Him.
Is this 1 year old news, or is this deja vu?
Correct. Obama just endorsed having U.S. taxpayer dollars fund the violent killing of pre-born babies by abortion in countries across the Earth.
Obama is the worst President of all time.
Yes; that is why I have noted it in my posts—memory division, etc...It is one-year old—however, many Americans have a short memory—esp. lurking press or moderates...
Hoping someone on Fox or elsewhere may note the fact that in the past, Obama supported Partial Birth Abortion, International Abortion counseling, and opposed abortion funding bans in the US.
Any “prolife” dems who believe he will honor an Executive Order might want to think again. Hoping Stupak supporters might be able to contact some of his coalition—
Fox has mentioned nothing about his dismal track record regarding Life issues.
