He's never put his neck out ONCE, not once, in defense of conservative principle or conservative candidates. And here, there is nothing "concrete" in his "plan," but he's an executive and knows how to spin a good sentence so it sounds like a) a "plan" and b) "concrete," as you say. It's the art of bullsh*t. Romney's good at it, and a lot of people fall for it.

Romney is a politician who negotiates with Democrats on behalf of Republicans. He's perfectly comfortable with letting Democrats set the terms and then negotiates supposedly on our behalf.
