That is a central tenet of Fabian socialism. Don't do everything at once, phase the important stuff in over time, and slip the smaller things in here and there. Obama’s philosophical history is more aligned with Fabian socialism, perhaps enervated by Alinskyite tactics when necessary for popular support and generation of agitprop. It is a classic leftist takeover tactic, and often quite effective.
