Against whom? IMO, this is the result of the actions of three rather decentralized groups (to one degree or another):

1. Liberal media outlets in NYC, DC, LA, Atlanta, etc. filling generation after generation that they are OWED something they didn't pay for.

2. Politicians who know that nothing will happen to them more serious than losing their job.

3. Pockets of inner-city neighborhoods where the residents (a) feel they are OWED free stuff and (b) want to feel secure in the knowledge that they are screwing everyone else by making them pay for it.

So who do you plan to depopulate first? (I assume that's what you mean by revolt -- something somewhat more than using harsh language and brandishing a weapon).
